Highly flammable

Fire safety risk assessment: small and medium places of assembly, published by HM government in 2006 and updated in 2024, defines a flammable material as a material that can be: ‘Easily ignited and capable of burning rapidly.’

It defines highly flammable as: ‘Generally liquids with a flashpoint of below 21°C.’

The Chemicals Hazard Information and Packaging for Supply Regulations (CHIP) give more detailed guidance.
